I think the first photo looks like some sort of broken tie-down for a boat. The sort of thing you'd see along a pier of dock.

Are you going out on a boat?

Ethan: not the pier but you are in the right area. There is something that connects the object to the pool and the boats...

Looks like a boat tie down... you need a rope. :) And a bigger swimming pool.

Obviously you need some idea of scale 'cos you are all thinking way too big. The object is three inches (7 cm) across (or it would be if it weren't broken). Think boats but think smaller

It's a cleat. You can use them on boats or for window treatments to hold cords/string or rope. You should be able to find at a hardware store.

Kickymarcia: Right on! It is a boat cleat but what ties a boat cleat to the pool? The answer precludes me from using a standard roman blind cleat (of which I have several lying about)
Verity: you should know the answer to this by now
Bonus question: What precise function would this size cleat have on a boat?

Nothing to do with pool covers - the pool is open when we use one of these...

Okay, I grew up sailing (against my will) out of Manhassett Bay so my guess is that it is a cleat for a bumper that you hang over the side when you raft up or go into a slip.

I could see you using these cleats to tie up your pool rafts. ;-) Or maybe to tie down your poolside umbrellas (but please don't tie down your cocktail umbrellas).
